You need a nice camera, and need to have a bit of a background of how to use them. Those photos are taken by photographers, whether they be 16 year old girls with a DSLR camera, or professionals. The new Canon Powershot works good and is a point and shoot, but you can get pretty much the same quality of photos as what you'd see on tumblr. I highly recommend it.

Most of the photos posted on Tumblr don't actually belong to the person who are posted them on there. They usually find them on the internet and then post them to their Tumblr blog.
Anyway, to answer your question. You'll need a camera, some lenses if it's an SLR, practice, some artistic flair and a creative mind.

You need a camera, any will do, and a good understanding of the basic concepts of photography.
