both statements mean the same ie., an atom emits light in the form of photons when electrons move from higher to lower energy levels.

Normally inner shells are filled before electrons go to outer shells.
Which means that it is only the OUTER SHELL electrons that are capable of moving from one energy level to another.
The inner ones can't do this because all the adjacent energy levels are already filled.
