The windows were open and I saw my mailman throw a box on to my porch?

We live in an upscale neighborhood and have a many different mail carriers. Usually we're gone Saturday but this morning my wife, daughter and I were home having breakfast and thru the window saw the mailman walking up to our house across our yard on our lawn. He was halfway there and threw the package on to our porch. It was heavily insulated and only 10 1/4th" plugs in it, so nothing that could be hurt -- but what if it was one of my $300 pedals or wife's expensive porcelain? He could have broken it.

So, I went out to confront said mail man who was in his car and out of our cu-de-sac by the time I disabled the alarm and unlocked the door. Netflix DVD's and everything has become unbelievably slow the last 6 months... as if USPS in our neighborhood has gone downhill quickly. How should I report him and SHOULD I report him? Will this just cause them to slow our mail even worse?
