Subaru 2003 parking brake light stays on in the cold?

Almost sure it is the switch that is stuck, because when the car gets a bit warmer the emergency brake light works correctly. The DRLs are disabled when the parking light is on, so I'd like to fix this.

But where is the switch? Is it on the lever? How do I get access?

Update:

Sorry, it is a handbrake for a manual, not a foot brake.
