hostis populi Romani semper fuerat.???? Latin ==> English?

I got enemy's of the Roman people always had, but that makes no sense what I am really puzzled most

y on is the word fuerat that were I probably messed up I hate verbs

    He (or she) had always been the enemy of the Roman people

    The verb "fuerat" means "had been". It is the third-person singular pluperfect indicative of "sum", I am. You can see the full conjugation of the verb to be (esse) at:
