How do I get rid of this on my computer?

Every time I try to download something on my computer, a pop-up appears, telling me it's running a security scan. However, nothing is happening. I've waited as long as 30 minutes for the so-called security scan, but no progress at all was made in that direction. Meanwhile, I can't download anything. Can anyone tell me how to get rid of this thing? Normally, my computer always asks if I want to save or run a program, and when I would tell it to run, in the past it would do so after the usual warning. But now, I have no options. The pop-up is all in white with an orange border.and appears on the bottom of the screen. Weird, huh? Ten points and a virtual hug to anyone who can shed some light on this for me.

    You have malware on your computer that is pretending to be an antivirus.

    Try installing Microsoft Security Essentials:

    If it won't let you install it, go to another computer and download Malwarebytes Anti-Malware:

    http://download.cnet.com/Malwarebytes-Anti-Malware...

    Then put the Malwarebytes Anti-Malware installation file on a flash drive or CD or whatever.

    Turn you infected computer on and tap the F8 button during startup. It'll take you to a boot menu. Choose "Safe Mode With Networking"

    Once in Windows, install Malwarebytes Anti-Malware.

    Have Malwarebytes update itself, then have it scan the computer.

    Remove everything that Malwarebytes finds.

    Reboot the computer and then install Microsoft Security Essentials. It should remove the rest of it.

    You most likely have scare-ware installed. This is malware that pretends to be doing a virus scan, or some other type of scan and when it is finished it will tell you you are infected with all sorts of nasty viruses and malware. This is bogus as it will "Offer" to fix your computer if you buy the software.

    There are several versions of scare-ware so I can't give you specifics on how to get rid of it, but go to this website and you should find the answers you need to get rid of this malicious software:

    You will have to go to a good computer, and put rkill (all of them) on a cd/dvd, or usb flash drive, and run it from that. Read the description to see why you should run it:

    Download them all, and run them in turn until one of them runs successfully.

    Once rkill has run successfully, you should now be able to download. Install, and run a full scan with MBAM, it's free:

    Then update, and run a full scan with your AV.

    You may also be able to download rkill to your desktop by going into safe mode with networking.

    If you can download in safe mode, download all the rkills, and then restart your computer, and run rkill, then the scans.
