THere could be a problem with your stack, where your plumbing eventually vents to the outside. If it's blocked somehow, the toilet (and sinks) will drain slowly. If you can't pay for a plumber right now, get someone to take a look on the roof to see if the vents look blocked in any way. If you are living in a rental (house or apartment), talk to your landlord or maintenance supervisor about this.

If you have the toilet off anyway, try turning it upside down in the bath tub to see if there is something plugging the outlet hole on the bottom. When your removed the toilet, was there water standing in the drain pipe underneath? If so, the plug is in the main line. A longer snake may help. Are other drains moving slowly? If you are on a septic tank, the tank may need to be pumped. If you suspect a clogged main line try locating a cleanout outside the house and use snake through there.

I've had to pull them up, turn it upside down and auger from the bottom to get things out. I've seen toothbrushes, eye liner applicators, make-up brushes, toys and a list of other little trinkets. They get lodged in the trap and partially block flow when paper wraps around it.
