it doesn't say that its pre-cooked, but it says that its smoked - does that mean the same thing? is it ok to eat it without heating it?

The process of SMOKING actually COOKS the meat, so there is no such thing as RAW turkey bacon, ore regular bacon for that matter. Both are fine to eat "straight" out of the package. Tasty, is another question.
That'll be 5-cents, please.

I made turkey bacon today. The package said smoked but also said to cook it for a minimum of 4 min. Max number of minutes I didnt' catch. You can get very sick from undercooked foods. The turkey bacon will start cooking with little bubbles filling into the bacon as cooking when time to turn it over then will do the same on other side... take it out. It does not need to cook as long as regular bacon but don't eat it raw.
