Do you need to have defeated the Elite 4 to get a wifi gift in Pokemon White?

I'm aware that the Mewtwo WiFi Mystery Gift is going on right now until sometime in March for both Pokemon Black and White versions. I tried to get the gift, but it said that there were none detected. And no, it is not my WiFi that's the problem.

    You don't have to beat the Elite Four at all. Sadly, the event ended early, at least as far as I have heard.

    do not study from me. I defeated the elite 4 using a element fifty 8 more desirable appropriate and 5 element 20++ pokemons ( 4 bolders a million emolga ) i exploit the 5 pokemons as scrap goat. BOULDERS ARE the finished SCRAP GOAT BECUZ of their ability

    Actually that event ended last week. They said March 6th but it was actually Febuary 26th.
