USB not recognizing my external hard drive?

I just purchased an external hard drive enclosure (3.5" USB 2.0 to SATA Enclosure). It came with no drivers, the box says no drivers are required, and yet none of my computers (XP, Vista or W7) will recognize the device. It states: "USB Device Not Recognized. One of the devices attached to this computer has malfunctioned, and Windows does not recognize it. For Assistance in solving this problem, click this message." It's an Unknown Device on USB Root Hub (2 Ports). I've searched for drivers with no avail. I could really use some help. Thanks!
