Mange is not a common problem with horses.
Prevention includes not sharing brushes, blankets, etc.
Treatment depends on the type of mite that is causing the problem and diagnosis requires microscopic examination of skin scrapings.
Lime sulfur is a harsh substance that can cause damage to the skin and should not be applied as a paste and left on horses. Even OTC lime sulfur products like MTG can cause chemical burns to the skin. It is also not effective against all types of mange mites.

There is a spray product that contains safe an natural ingredients that will kill the mange mites but does not contain toxic chemicals that are harmful to humans or pets. Neem Oil. Buy it in the Internet and rub that on. You will need to only do it once and then a week leatr.
Also worm with an Ivermectin based wormer.

go to the drug store buy a box of powdered sulfur, bathe the horse, wash the area good with beta dine solution and rub the sulfur on it creating a paste, leave it on the horse over night. Make sure you wear rubber gloves, sulfur smells like rotten eggs.

there's this product called MTG or mail-tail-groom thats really good for just about all skin conditions. I think to treat it you would just need to clean the area, and apply it as often as the directions say. MTG is pretty cheap, you can get a pretty big bottle for $20 and it'll last a long time. It's also good as a mane and tail conditioner, detangler, and is reported to help hair grow.
