My grandapa has a underground storm celler but its really old, how safe is it????? can it be sucked out from the ground?? Would it withstand an f5????? I live in central Oklahoma, prone to strong tornados lol

also part of it is above ground like about a foot in a half is this normal??? thought it was but not sure, but is mostly below ground, please answer all of the questions, whoever does it best gets best answer :D
