All the Japanese manufacturers make 'light cruisers' and have for years. The price, then, is just a factor of the age. I'd really think you could find a 10 year old, 500cc to 800cc cruiser in your price range.
I just looked at a Suzuki Savage for $2000. It would make a great starter bike, but I'm not telling where it is:) I think I want it for a project...
