What is the best gun that has been made and produced?

That's like asking what is the best motor vehicle ever made and produced. You might argue for some exotic sports job but if your purpose is to mow the grass then a riding mower should be your pick. This question has no legitimate answer without the qualifier of best gun for what purpose? A .50 BMG sniper rifle is great for its intended purpose but try shooting sporting clays with one.

Without a defined set of parameters any answer is worthless.

"Best" is a subjective term. The most successful and widely popular over the longest period of time is no doubt the simple, durable, easily repaired and deadly Russian Khalishnikov AK-47 assault rifle. It has long been the weapon of choice for most insurrections and rebel groups and favored by second and third world armies (as well as terrorists and drug lords). More have been manufactured than all other assault rifles ever made COMBINED. Probably more people have been killed with that weapon during any given year over the past 7 decades than with any other gun ever produced. But then, many people would say that statistic makes it the "worst" gun ever produced. It's all in your perspective.

In my opinion, on the other hand, the "best" gun would be one that would never have to be fired.

You can't say there is a best gun they are all designed for different purposes

I have to go with the ppsh-41. During ww2 it could not be beat and still is used today.
