Why does IE9 keep hanging up?

DO NOT SUGGEST ANY "3 STEP FIXES" OR REGISTRY EDITS. THESE ARE NOT VALID ANSWERS: "(website) is not responding recover x" I'm sick and tired of seeing that error message. If your repsonse is going to be, "use a different browser" or, "use a registry cleaner", please do NOT respond. I have similar hang up issues with firefox, chrome, and sleipnir. Using reg cleaners didn't help, if anything, they made them worse. Yes, the very FIRST thing I tried was to delete IE's cookies and cache. I'm using Win7, and please, no suggestions like sending me to a MAC or Linux OS. Windows and IE should be able to work together properly, if you don't know the answer, please allow someone who does to answer.

Update: I've troubleshot this down to IE9's add-on shell. When running IE9 in the "no add-on's" mode, the problem is resolved--sort of (still a little sluggish, but no error coming up, and it does run). Now one would think, disable all add-on's, right? So, I run IE9 in the normal mode and disable every single add-on, and the problem of locking up and throwing error codes is still there.

Again, PLEASE NO 3 STEP REG EDIT solutions. They make the issues WORSE, and can crash the system. This problem is back, and with a worse than ever before, even affecting IE9 in "no add-on's" mode. I've uninstalled and re-installed Java and that did not seem to help any.

Update:

I have THE CORRECT ANSWER! It turns out that my firewall, for some unknown reason, was blocking a windows dll file, not allowing windows to launch applications properly. When I allowed that file to run, the problem was fixed. Someone post THIS as the solution, I'll vote for it to be the best answer (since it fixed it!).

Update 2:

NO, Rocco, please learn how to read. THose programs are DANGEROUS, besides, I have the answer, and those programs will NOT fix it.

Check your firewall settings. NEVER EVER EVER run any of these 3 step registry edit programs, they can cause your system to crash to the point of needing to be totally re-installed. They can cause you to lose all of your data. If your firewall settings are not an issue, clear your cache settings. If this still does not clear up the issue, you may have to reinstall your operating system.
