this girl every time i see her and she sees me she has a big smile. i smile back but we dont really talk. she could be sad about something and then see me and smile. does this means she likes me. if so should i ask her out?

Well don't just out of the blue ask her out, get to know how see her reactions, possible she can like you, no garentee so get to know how her hangout and all then make the decision of you want to ask her out but remember girls aren't toys! ;p

... I don't know. If a girl's nice to you, it doesn't necessarily mean that she likes you. But if it's pretty obvious that she cheers up as soon as she sees you, then that might be an indicator that she likes you...
