why do river gods have horns?

in many depiction greco/roman rivergods have horns. what's the origin of that?

    In Greek myth, largely borrowed/copied by the Romans, river-gods are often personified as bulls with horned men's heads, or as bull-horned mermen. It's because of the fertility properties of rivers, so river-gods were also fertility deities, and bulls are an ancient symbol of fertility.

    They were descendants from the Greek god Pan ( god of nature) , which was a goat. other cultures like Roman as you know hav their own interpretations of Greek gods so that's why the have horns.
