How come some states in the US get the new Girl Scout cookie, Savanah Smiles while others dont?

I was looking online a saw that there was a new girl scout cookie flavor. I did some more research about them and saw that they were only available to some states. Does anyone know why?

    There are two bakers in the U.S. that are licensed to make Girl Scout Cookies (ABC Cookies and Little Brownie Bakers). Each GS Council negotiates their own contract with the cookie baker of their choice, so different areas sell different cookies.

    Each baker makes Thin Mints (but they have slightly different recipes), and has to make a shortbread cookie ("Trefoils" or "Shortbread" depending where you are). They can choose their own other flavors, and must total 8. Right now both make a caramel/coconut cookies (Samoa or Caramel Delite), a peanut butter sandwich (PB Sandwich or Do-Si-Do), and a peanut butter/chocolate cookie (Tagalong or PB Patties).

    The other three vary, and tend to change from year to year. They each have a lemon cookie (I think that might also be a requirement, or just because of what sells) - ABC has "Lemonades" and LBB made "Savannah Smiles" this year - that's the 100th anniversary cookie.

    So, the short answer is they're only available in Councils who are selling LBB Cookies. :-)
