It depends on the tournament and the organization that sanctions the event. Most TKD organizations organize their tournament divisions by belt rank and age group. Height and weight are not factors unless they have to split up the rings due to large numbers in a particular division.
For example, first degree black belts ages 15-17 will go against other first degree black belts in the same age range. They wouldn't go against higher ranks or other color belts.

I would say that the average height for a Div 1 basketball player is probably around 6'6". You figure that not many players are under 6' (at least not the starters). You also figure, while there are some 7 footers, there are less centers and guards and forwards. 7' is still a rarity, a lot of teams settle for 6'10 centers. That means most players are between those heights.

ur not short
I'm short im 5'2 dude
short people can be faster coz the leg bone is shorter so the kick can be snapped at the end quicker and we are usually lighter so dont get as tired usually if i get in close i can kick in the head or body where as a taller person can try keep me away with push kicks and go for the head easier
I do WTF taekwondo im a yellow belt 3 stripe
the divisions in taekwondo are not based on height they are based on weight, usually it's 5 kilograms or so per division, i dont if u use pounds or not but we use kilos here
it;s all up to the person
nothing is completly better than another
depends on how hard u train
our master always says
"EVERYONE wants to be a champion but WHO IS WILLING to put in the effort?"

train hard before you enter a competition dont hope that u;; know what to do when u get there, the winner is the one that trains the hardest at training and in everyday life, the fight isn't won in the ring.
