why can't Canada refine it's own tar sand oil?

there is something "fishy" about this keystone pipeline deal. there are a lot of refineries a lot closer to the source. also refineries with good harbors.

    Many refineries cannot work with Oil sands and building a new refinery is very expensive. It is much more economical to use existing refinery with spare capacity. Also, the economy in the south is much better and they are projecting bigger demand for oil products in the future.

    I don't believe the theory of exporting to China. It is too far away from Texas.

    Some of it is refined in Canada. However the USA has lots of refineries that can take heavy oil. Such refineries costs billions and take years to built.
