He is completely spot on! Give a people someone to hate and blame, whip up some bullsh*t patriotism and people will let you do pretty much what you want.
Just look at the 'war on terror' - American's are frightened of terrorism so the majority will now allow their rights to be slowly stripped away and are happy for their countries soldiers to be involved in expensive, pointless wars around the globe to no benefit to anyone except large corporations! But it makes your average citizen feel safe to know the government is 'protecting' them from 'the enemy'. The same here in the UK.

Yes he was right. The leaders make the decisions and have access to information the populous doesn't and can spin the information to their idea and desire. The decision may not remain popular and the population may revolt but depending on the situation would depend on how the population continues to follow the leaders.

Interesting quote. Can you elaborate a little and tell us where this quote can be found? Was it a speech, a newspaper article, or an interview between his postwar capture and later death?
I find it somewhat cynical, but--in the main--an interesting and fairly accurate assessment.

very true
