i know its a dumb thing to ask but you see... i know i have feelings for her ..i mean were exclusively dating (not in relationship but definitely i see it going der) .but idk if im coward or what or am i just playing safe because of past relationships that failed..but to be honest the one right now is the best of all the relationships ive had .. but im just wondering why cant i tell her i love you ..even though it shows in what im doing to court her.

No need to rush saying it. Your title question says it all, even though you have feelings for her. You can't convince yourself that you're in love with her. Don't even try. Let the feelings grow naturally, if they're there.
