Video of kid kicking other kid. Soccer match. Opinions please.?

In my opinion this is an accident. It is not obvious but, The kid begins his move to the ball before the other kid is even knocked down.
He charges ball as it's nearly stationary taking 3 big set up steps and then as he is in full swing, the kid on ground kicks the ball out of the way.
It happens so fast hard to tell. But in SLO-MO mode after the kid plants his r. it takes less than 1 sec. foot the ball is kicked between his legs. I'm guessing that's like 1/3 full speed. That's super fast. Doesn't make sense.
This poor kid may have been being overly agressive but clearly this was an accident. Unless you believe he planned to kick him before he was even on the ground and ignored a perfectly set up ball.
Not blaming the kid on ground but this is why you're not supposed to play on ground. Made a couple coments on youtube and got some nasty responses. So just asking what is your expert opinion?
This is a big deal I guess ib Hong Kong. They are showing edited versions on news and trying to bring charges.
Thanks for your responses so far to I still believe it was an accident. Watch it slow mo and full speed. too fast to catch. Watch his foot angle and planted foot. Really appriciate the refs. response I am troubled to think that his intention from his charge was to injure but you have a good point.
Go to 1;48 replay over and over. Watch foot swipe for ball strike. ball is kicked away last sec. Watch full speed, too fast to correct. Over agressive and dangerous, very unfortunate.
Consider if you even noticed, in full speed, the ball kicked away a fraction of a second before kick.
I'm going to contact a friend who is an expert in film editing to see if he can give me some frame per sec. info.

Don't forward through the 1st part. You can rarely take an incident out of context and understand what has happened.
There is no question of what happened here. First and foremost, the referees did not do a good job of controlling the game to that point leading to the out of control behavior by both the players and coaches. Even during the incident they showed no control over the situation and allowed the players, coaches, and spectators to run the show.
If any thinks for half a second that the player didn't intentionally allow the ball to go by, took an extra step, and then continued a full swing into the boys head they are clueless. The play taken out of context in an otherwise clean game may have been able to be written off, but with the other plays shown it's obvious it was all part of the team attitude. The reaction after this play was exactly the same as when they committed early fouls. They all just walked away like nothing happened. The correct reaction to this, had it been an accident, would have been to be surprised and immediately show concern for the player. This would be the reaction of any player at any level.
