Western Europeans from wealthy backgrounds. That describes the majority of great scientists and inventors from the past 300 years. Of course there are exceptions (Richard Trevithick, etc...).

I believe race is not the reason for this, simply circumstances, at the time of most advancements Europe was inhabited by predominantly native people and education in less developed countries was poor.

If we are talking about the present I would have to agree that japan has the highest intelligence, their education is second to none and they have jobs that require great intelligence (electronics, computer stuff, whatever).
