Under what system of Japanese transliteration is Kunihiko "Qunihico"?

As far as I can tell, it's not Hepburn nor Kunrei.

    "Q" is never used in both Hepburn nor Kunrei. "C" is only used for "chi","cha","chu" and "cho".

    So it is not normal usage.

    I think someone thinks it looks better "Qunihico" than "Kunihiko". It can be pronounced same, right?

    Of course, it is not common and you can say it is wrong. But, it's his name, so he has a right to call himself whatever he wants, I think.(Personally, I don't think it's cool, though)
