Skyrim: armor making question?

If I am using a blacksmith potion and/or enhanced smith apparel when 1st making armor will it be stronger?

    No, only improvments made on a whetstone or the workbench can improve Damage/Armor rating.

    If memory serves, (been 100 for forever now) the answer to that would be no. The only time skill affects it is when improving it. At a certain point tho, it makes very little difference. If u want rlly strong armor, u should consider enchanting
