What does the leasing contract say about repairs and central air being included? Considering you're likely working with a contractor to fix the repair, he should consider that some contractors are only available M-F and they may not be available immediately.
Tell him when you are able to get it fixed and why and point out that he is being unrealistic in demanding immediate repairs for something that is not an emergency. Tell him you are still expecting rent from him on Monday and if he fails to pay, you'll take action per the guidelines of the contract - whether it's immediate removal, a fine, etc.

1. Memorize the First Rule of Landlording: "The Landlord is in charge. The Tenant is not."
2. Unless central AC is included in the lease, you are not legally required to supply AC in MS.
3. Your tenant cannot legally withhold rent until he goes through the legal process as outlined in MS landlord/tenant laws. If he does not pay the rent in full, start the eviction process by serving him with a 3 or 5 day pay or quit (whichever is required in MS). If he still does not pay, evict him.

After you get the central air fix and he still refuses to pay rent I think it's time for an eviction

If they withhold the rent then serve them with a 3 day to pay or quit. They cannot keep it especially if you need time to fix it. Central air is not a livability issue.
