My Question: What is the average hit and highest hit for a combat lvl 30 with melee. (average att, str, def) weapon: adamant scimitar. What should I be hitting, how to get it to that standard?

^390 is way to high. I have 99 strength, and with a whip and strength boosting armor (No potions or prayer) I hit 350.
With your stats and using an adamant scimitar, id say around at 100. There are max hit calculator on the internet that can help you out.
Just train with a scimitar and after a while you will level up. Its not to hard.

Well, I haven't played in over a year, but from the facts you obviously have 30 attack on you so assuming that the rest of your points are on strength and none on defense I would say you would be hitting around 190.
