In Safari on the iPad 2, how do I change the color of the frame?

I'm not even sure what it's called, but the area at the top of the screen, right below where you type in the web addresses. I saw a friends iPad, and she had. Hanged the color from gray to black. How do you do that?

    Its a accessibility feature

    1.Settings

    2.General

    3.Accessibility

    4.White on Black(turn this on)

    This changes all of the display to a higher contrast mode that is good for low vision users.

    Other then that there is no way to change the color of the browser that I know of(other than jail breaking probally).
