Is it ok to reccomend someone for a job when I havent started working at the company yet?
So basically, I had a 1 summer internship as an engineer at a power plant and then they gave me a full time job offer which I accepted and will be taking up in about 2 months (that's when i graduate). And I have a friend with the same qualifications as me and is looking for fulltime employment and he asked me if I can reccomend him at the plant for a job. So im wondering if it is ok/professional for me to ask my manager or HR at the plant if there are any openings when i have not officially started working yet?

If there are jobs they would be advertised and your friend could find them. Your endorsement would mean nothing so I would not go there. If you can bring it up casually you could ask about future openings but you got yours because you were there as an intern and they had time to vet you and see if you fit into the group. Keep your head down and just do your job for the first year unless someone far above you asks for your input or advice.
