IPhone blocked or not?

Bought an iPhone 4 tonight locally and it shows the network ok (orange) but fails to make calls. Other iPhone shows full signal and makes calls ok (same sim) do you think the phone is blocked or is something else?

    Try enabling Airplane mode and disabling it again.
