Why is there is no law about using partition walls to separate where people live to reduce noise?

I used to live in a small room and the wall was so thin i could easily hear the neighbours conversation, then i moved into another place and the ceiling was so badly insulated i could always hear his t.v until 1am or 3am every night.

Why is there no law about sound proofing rooms from there neighbours in those shared types of places?
