Tight foreskin, time to visit the doctor?
I have just turned 16 and ivd had enough of it now. It is starting to cause me various problems and the stretching isn't working. Should I consult a doctor in the morning to see what he can do for me?

Stretching will work if you take your time. While erect, simply tease the foreskin back as far as it will go without hurting. Don't force it back — stop when it's visibly taught. Do this frequently and as time goes by you should find that it goes further and further back.
Just be patient. It may take weeks or months of doing this before you're there so be careful. If you hurt yourself your foreskin could become inflamed or tear and cause real problems. I wouldn't recommend pulling your foreskin back while flaccid either. You really have no reason to be doing that and you could run into trouble. If you are having problems you are doing something wrong. Just take more care in future and you will get there.

It could be Phimosis. I thought I had it but mine loosened up when I was 15. Maybe visit a doctor, and for peace of mind - there are many other alternatives than just circumcision.
