your cpu has nothing to do with the hard disk storage, it means you have too many programs running or windows open and not enough memory to deal with it as well as a cpu that may be too slow

Depends on your OS. The "High CPU usage" Is a result of, well, high CPU usage. No easy way to word it. It just means your computer is computing a lot and is using a lot of its processing power.
