    You should contact them, they don't always contact everyone they should

    Generally the direct victim of the crime is notified, especially if the crime is a violent crime. If you are aware of a parole hearing and have a legitimate concern, notify the DA in the jurisdiction that originally prosected the case. They will either express your concerns to the parole board or advise you on how you may testify at the hearing. Having said that, California is very liberal in granting parole in all but the most heinous of crimes.
