Probably Helsinki, Finland, but there`s also the 1976 Summer Olympics in Calgary, Canada.

The most Northerly Summer Games was in Helsinki, Finland in 1952.
However although Melbourne, Australia was the official hosts of the 1956 Olympic Games, Stockholm, Sweden hosted the equestrian events that year.
Stockholm is further north than Helsinki.
CORRECTION: Helsinki is further north than Stockholm.
