Some hidden processes might be going on your computer.
*Press cntrl+alt+del and see the processes tab for those utilizing maximum CPU and memory if these processes are unfamiliar to u or unimportant then stop them.
* Next install a good antivirus if u don't have to catch hold such processes in future.
*try using cc cleaner software to control the start up programs.

Possibly a background service is downloading updates
or you have a cpu intensive program running in the background
such as a virus scanner. Have you got any anti-malware software?
might be a good idea to check you don't have something malicious hogging resources

Could just need a disk defrag, in system tools the program is. OR
You might be running to much at one time, taking up all the processing power and ram.
Id start with a well needed disk defragmentation.

If you recently installed anti virus for example it could be that as a large amount of the cpu's power is used to run anti-virus or the opposite of that you may have recently downloaded something that contains a virus. They would be the most obvious reasons.

Just clear the Temp files in all folder
Follow the Step..
Start->Run->Box open
1)Type "Temp" Delete all the Files and close
2)Type "%temp%" Delete all the files and close
3)Type "Recent" Delete all the files and close
4)Type "Prefetch" Delete all the files and close.
Now You can feel your system Access speed.
