Who does Katniss Everdeen truly love?

She once says that Prim is the only person she's sure she loves. As in romance though, I think she truly loves Gale. At first, she indicated that her love for Peeta was a complete act. She must have warmed up to him later on or something. And Peeta seems so cheesy and fake. The romance scenes with her and Gale seemed real, though. I guess Collins married Katniss to Peeta since he was the fan favorite.

I don't know, I think she truly loved Finnick Odair.

I don't think Katniss was ever "in love" with anyone. She felt love for all of her friends but it took her a long time to feel in love with Peeta. And in all honesty, in the end, though I think Katniss did genuinely love Peeta, I think he was also more of a way to cope with everything that happened. He was there for her and she was there for him. We never saw them share a very happy love because they were pretty traumatized. Their love more or less came out in spouts of comfort for one another, but in the end, when they got married and had kids, I think they did genuinely love one another. Of course we know Peeta always loved Katniss no matter what.

Nobody. She's a fictional character and thus has no real feelings. However, if the author says the word, she loves whomever the author chooses. Which is Peeta, in the end of the third book.

Love or in love with? Because the one person she was always sure that she loved was Prim. If you meant in love with, I'd say Peeta because although she did think about Gale a lot, after what Gale (indirectly) did to Prim she had to love Peeta. It just couldn't be Gale.
