What exactly is the job of Congress?

Are they there to represent the people who elected them and accomplish what those people want done, or once they are elected are they there to TELL us what is good for us?

    Well, that depends.

If you ask the speaker of the house, he's publicly stated that his job is to "protect" the US from a president many think is a closeted Muslim socialist liberal commie democrat terrorist. His also wants to make sure the president doesn't get reelected while at the same time, saying "NO" to all his bills regardless of what they are.
