so i really wanna learn how to play guitar im 21 and you know Y.O.L.O so hows the best way or whats the best technique on learning how to be good at it and yeah of course practice makes perfect but im waiting on my next paycheck to get a decent cheap one probably around $200

For $200 you can get a Yamaha FG700s acoustic that will play and sound good. If you choose to start on an electric, you'll need to get an amp and guitar. That means you want a half decent starter guitar, you'll need a little more money. The Squier Affinity series guitars go for around $179 and then a useable practice amp is another hundred bucks unless you can find a used one.
The absolute best thing you can do as far as learning is to have a real person get you started. Of course, a professional teacher is best, but even another guitar player will be helpful. There are many things that you can learn from youtube, but there's no substitute for real-time feedback that you get from having a person helping you.
The second piece of advice is to try to stick to a lesson plan until you get some basics under your belt. The world is full of "tab robots" who never learned to play....they just find the tab for each song they want to play. That's fine, after you have mastered some basics like how to tune the guitar, where all the notes are, some scales and basic chords. A professional teacher will help you learn in a logical progression where one skill builds on another. If you learn from a book, you'll get the same type of structure. If you jump willy-nilly over the web looking for tutorials, you'll end up with gaps in your knowledge....which will ultimately slow down your progress.
