He wouldn't kiss you if he doesn't like you. But cheeks first is better, rather than going all the way immediately.

If he didnt like you, he wouldnt be kissing you at all. Maybe he's trying to be respectful of you. If you start getting anxious, make a move but not to fast since he obviously wants to take it slow.
