what should i do in this situation?

when i am rubbing this guys back (not my boyfriend) but working on trying to be in a relationship. i have been kissing him on the cheek every now and again. i want to give him a kiss on his neck. is this a good idea? need help.

    if hes not in a relationship then go for it but if hes seeing someone you should back off and find a new man
