you have to consider the composition of both. as you probably learned, molecules in a gas are further apart and are more active, bouncing off each other. molecules in a liquid are closer together (though not as much as a solid) and they move less. therefore, the light would meet more resistance as far as shining through the molecules in a liquid than a gas because liquids molecules are closer together. think about it, you shine a laser through air, it looks completely kept together. you shine it though a block of ice, and it comes out the other side distorted and separated. this is due to the concentration of the molecules within that substance.

Light does not bend in either air or water, only when it passes from one medium to another.

Light slows down in water as it is more dense. The different frequencies will slow at different amounts so you will get a different refraction pattern. Much like with a prism.
