What can I do if the landlord broke my lease?
The apartment lease was signed in 09/2011. The lease states "the premises includes the following appliances, the personal property of the landlord: Washer and Dryer"
When we first signed he did not have these appliances yet. He promised he would have them in 1-2 months. He was a friend so we let it slide. Now several months in he has told us that hes sorry and trying. What options as a tenant do I have?
We live in Pa. I understand I can break the lease and move out but that requires me finding another apartment. What options do I have until then?

No you can not break the lease over this. PA law is very clear. You can only break the lease for safety/health issues. Not having a washer and dryer is not a health/safety issue. You can take the landlord to housing court and have a judge enforce that clause in your lease.

I disagree with what you think the lease says.
It says the washer and dryer are the personal property of the landlord, meaning it's not part of the apartment and the landlord can do what they want with it, including never even hook it up.
