    Assuming that we go from 00:00 to 23:59

    You have 6 cases where you start and end with a 0

    00:00

    01:10

    02:20

    03:30

    04:40

    05:50

    and 6 similar cases that start and end with 1.

    Starting and ending with 2 you have

    20:02

    21:12

    22:22

    23:32

    So that's 6 + 6 + 4 = 16
