She should apologize the the boys girlfriend, explain she was drunk and is not all there when she is drunk....and that she will be more careful when she drinks and tell her it was all a mistake and that she wont repeat the same behaviour again

I would just let it be. Maybe something will happen to the other relationship so you can try then. But you don't want to ruin a relationship, obviously it was a mistake.
