PSP has great emulators to play games from gamecube, ps2, ps1, and the PS store to get those classics as well. Some great games as well like, Final Fantasy, Kingdom Hearts, Patapon.
Now it's DS or 3DS
DSi is actually not region locked, so that means you can buy games from Japan or other countries and play them on your DSi (just not the downloadable games available from the DSi Shop)
All 3DS are region locked, but you can play DS and 3DS games.
If you're big into Japanese games, PSP or DS.
If you want to try something new, 3DS.
My vote is for the DSi.

violence epic good action = psp
kids games mostly/some violence but not good = ds

if your a hardcore gamer pick the PSP, but if you like more casual games then pick DS :3

Well, it depends, do you want more fun games like pokemon, metroid, mario bros., or do you want hardcore games, like grand theft auto, fifa. All depends on what you want. if you get a ds, i recommend 3ds, it can play regular and 3ds games.
