I've been to both Dubai and Egypt, though not at the height of summer. They are both pretty damn hot. I don't think there's much to choose between them. The only thing is that Dubai has air-conditioning everywhere and you can avoid going outdoors at all if you want, whereas Egypt is a less developed country and you won't be in climate-controlled malls. I think that going out into the desert to see the pyramids in August will be absolutely horrible. Very few tourists go there at the height of summer, not sure why you are!

Dubai is about ten degrees hotter. In summer, the average high in Cairo is about 94.5 degrees Fahrenheit, and Dubai's is 104 degrees Fahrenheit.
