Hi
By four children should be speaking intelligibly. Being bi-lingual may cause a slight delay, but not that much. Does he understand both languages? Can he follow instructions in both languages? I would suggest the parents contact SLT to have an assessment completed, before he goes to school in Sept.

Children are remarkable when it comes to languages. Very early on they can distinguish between different languages. Being bilingual should not affect your boy's language development. I wonder if he has hearing problems. Or like you say it could be a case of him needing speech therapy. Or it could be autism or some other developmental issue. Take your boy to your GP, they will have tests carried out to first find out what is wrong. Depending on the diagnosis appropriate treatment can then take place.
