Hsas to be the Public Storage Company. There is a lesson to be learnt. The procedures need to be exained to see why the incident happened and to make sure that the customer is not responsible in any way. Is this a question to question the validity of Public Services or is it based on a real -life incident. If the latter, then we need to have more details.

Emergency services as in police? The tax payers. However calling customer service would suffice, since they have access to emergency codes for customers that don't pay attention to the gate hours that are posted on both sides of the gates.
